Windhoek | As part of the implementation of its Stakeholder Engagement Strategy, aimed at enhancing stakeholder satisfaction, strengthening collaboration, and improving service delivery, the Central Procurement Board of Namibia (CPBN), led by Chief Executive Officer Mr. Idi Itope, today engaged the Roads Authority (RA).
Welcoming the delegation, Roads Authority Chief Executive Officer, Mr. Mbahupu Tjivikua, underscored the importance of the relationship between the two institutions, noting that their mandates are closely interconnected in supporting Namibia's development agenda and the delivery of critical public infrastructure.
As the custodian of Namibia's national road network, the Roads Authority plays a pivotal role in facilitating economic growth, regional connectivity, trade, tourism, and access to essential services. The successful and timely implementation of road infrastructure projects is therefore critical to national development. Equally important is an efficient procurement process, which ensures that infrastructure projects are awarded and implemented timeously, enabling citizens and businesses to realise the intended socio-economic benefits.
In his remarks, Mr. Itope emphasized the importance of partnership and collaboration between the two institutions, stating: "If we plan together, we will succeed together." He noted that proactive engagement with key stakeholders remains essential in identifying challenges, improving processes, and ensuring the effective delivery of procurement services.
The discussions focused on several key matters, including challenges relating to non-performing contractors, which continue to impact project implementation and place an administrative burden on both institutions. The parties agreed to strengthen collaboration through improved communication, enhanced information sharing, and the establishment of early warning mechanisms to identify and address implementation risks before they result in project delays.
The engagement also explored opportunities to improve procurement timelines and streamline processes to support the efficient delivery of infrastructure projects. Both institutions reaffirmed their commitment to working together to enhance project implementation, improve service delivery, and contribute to Namibia's national development objectives.
The Roads Authority is one of CPBN's strategic stakeholders, with 46 procurement projects currently under facilitation by the Board, collectively valued at approximately N$2.5 billion, underscoring the significance of the partnership in advancing Namibia's infrastructure development agenda.
